Louisiana VINE is both a person-search service and a custody-notification service. Orleans has a local Louisiana VINE roster for people currently reported in parish jail custody. Louisiana DPS&C routes its public online person search through Louisiana VINE and says the state data include people in prison and people under probation or parole supervision. The displayed agency therefore matters as much as the person’s name.
The local roster is not a historical release archive. A person who disappears from it may have returned to the community, entered Louisiana DPS&C custody, moved to another parish, or transferred to a federal or immigration authority. State results answer a separate correctional question and may include a status, location, or release-related field. A fully discharged person is not promised permanent visibility.
VINELink does not cover the full federal path. Use BOP for sentenced federal custody and past federal releases within its published era. Use the federal court and USMS channels for pretrial movement. ICE has its own detainee locator. None of those systems should be merged into an Orleans VINE result.
Juvenile custody also requires a different route. The Juvenile Justice Intervention Center is not an adult released-inmate search channel, and juvenile identity and case material is generally confidential. An authorized parent, guardian, lawyer, or other proper party must use the Juvenile Court, counsel, or JJIC process. Absence from an adult Orleans search cannot establish a young person’s release.

Orleans VINELink Release Fields
VINELink results can vary with the supplying agency. The service may show a custodian, status, location, identifier, and custody-event information. Louisiana descriptions also note that some feeds may provide sentence-expiration or scheduled-release information, parole eligibility, charges, bail, or court events. A field should be reported with its exact label and agency rather than assumed to exist on every Orleans record.

“Out of custody” is agency-specific. An OPSO status does not rule out Louisiana DPS&C, another local authority, USMS, BOP, or ICE. Likewise, a projected state date is not an actual release event. For a person still reported in custody, the status is also time-bound. Save the access date and compare it with the newest agency record. Louisiana DPS&C describes its statewide information as refreshing every twenty-four hours, while the local Orleans roster has a shorter documented cycle. Neither cadence guarantees instant delivery. A court order, jail transaction, feed update, and alert may each carry a different time.

Louisiana’s official parish notification guidance describes a four-digit PIN for phone registration. VINE calls may ask for that PIN to confirm receipt. It should not be shared or placed in a screenshot. Registration choices can change, so the current interface controls the final steps.
Registration is tied to the selected record. If the same person has more than one booking or appears under more than one agency, confirm which record the alert follows. A notice for one OPSO booking will not automatically explain a later state, federal, or immigration custody event. Review the confirmation screen for the agency, person identifier, and chosen events before relying on the registration.
Note: An alert records a reported custody change, not a certified release sheet or proof that every form of custody ended.
Orleans VINE Release Feed Gap
Orleans has no verified official rolling twenty-four-hour or seventy-two-hour release feed. The local Orleans Louisiana VINE roster partly fills the timing gap because the Louisiana Commission on Law Enforcement documents updates every thirty minutes and anonymous registration from an individual record. This is useful for monitoring one person who is currently shown in custody.
Its current-custody scope remains a firm limit. Disappearance from the roster is not enough. Match the alert or status change to the OPSO archive’s Release Date and the court record. OPSO Docket Master can explain a bond action, dismissal, sentence, time-served disposition, probation, or another event, but its public display is not the official court document. Obtain a certified Clerk minute entry when the legal basis matters.
Louisiana adds another layer for state-prison notices. DPS&C Victim Services states that ordinary LAVNS registration is not the same as Louisiana Victim Outreach registration. For the specified projected and actual state-prison release notices described by the department, the required registration is through Louisiana Victim Outreach. A local Orleans alert should not be presented as a substitute for that state process.
Verify Orleans VINELink Releases
A release alert should trigger verification. For an OPSO record, check the archive with “Include Archive Records in Search,” preserve the Release Date, open the booking detail, and match the case number to the court chronology. For a Louisiana state record, begin at the DPS&C Inmate Information page. The department says its public data refresh every twenty-four hours and provides a telephone locator fallback. State results can concern incarceration, probation, or parole, so read the status and release-related label exactly. Request releasable discharge information when formal confirmation is needed.
The state locator’s purpose is not to provide a complete criminal history. DPS&C may make general identity, sentence, disposition, incarceration, and discharge information public while protecting broad parts of the institutional and parole file. A focused request under R.S. 15:574.12(G) should seek the public discharge categories rather than confidential case notes. Ask whether the recorded event was parole, diminution, full-term discharge, or transfer and whether supervision continued, to the extent public.
Missing Orleans VINELink Results
No result is not release proof. Retry with a precise identifier, verified spelling, and known aliases. Then decide which agency should hold the record. A dismissed or bonded OPSO case may never create a Louisiana DPS&C record. A person legally in state custody can remain housed in a parish facility. A federal or immigration transfer belongs in a separate system.
Past events are harder to recover through a live notification tool. Keep a received alert with its reporting agency and event time, then obtain the matching official record. For an old Orleans booking, use the OPSO archive and a focused records request. For a completed state sentence, ask DPS&C for releasable discharge information rather than expecting VINELink to retain the person forever.
